3.3 MONITORING OF EXECUTIVE DIRECTOR PERFORMANCE

The employment performance of the Executive Director will be reviewed and evaluated with respect to the goals and directions specified in the Agency’s strategic plan, the Agency’s annual operating plan and Board approved policies.  An ongoing evaluation of the Executive Director’s and the Agency’s performance will be provided through Board meetings.  A formal review will occur annually.

Evaluation Process

  1. The objective of evaluation is to determine the degree to which the strategic plan and directions as well as Board approved policies are being fulfilled and to provide necessary information to allow the Board to make employment decisions such as the Executive Director’s compensation and professional development needs.

  2. A given policy may be monitored through:

    1. Internal report: disclosure of information to the Board in written reports;
    2. External report: disclosure of information from external sources such as funders, auditors, or evaluators;
    3. Board Member Inspection: disclosure of information by a Board member, a committee or Board as a whole.  This will include Board review or observation of documents, activities or circumstance directed by the Board that allows a “prudent person” test of Board approved policy compliance.

  3. Upon the decision of the Board, any policy will be monitored by any method at any time.

  4. While the Executive Director remains continuously accountable to the Board for the achievement of the range of goals and directions specified in the Agency’s strategic plan and Board approved policies, the Board will identify at the beginning of an evaluation period, in conjunction with the Executive Director, a set of goals and directions that provides an emphasis for the next evaluation.
