Extrajudicial Measures (Youth Pre-Charge)

The Extrajudicial Measures program (EJM) is a community-based sentencing option used to deal with a young person alleged to have committed an offence at the pre-charge level.

The Extrajudicial Measures program is a partnership between St. Leonard’s Community Services and Police Partners.

EJM may be used to deal with young persons alleged to have committed an offence only if the young person cannot be adequately dealt with by way of police warning or caution (verbal or written) and the Police determine that a referral to a community based resource would be beneficial. 

The goals of the EJM program are to increase functioning and positive social behaviour, increase skills and abilities, increase youth engagement and decrease re-offending.

EJ Measures encourage young persons to make reparations for their offence and can include but not limited to an apology to the victim, community service work, restitution, participation in supportive programming (employment, financial literacy), drug/alcohol education/early intervention and restorative justice circles. 

Where appropriate, the program provides opportunities for family members and the community to become involved in the design and implementation of those measures.  The program also provides victims the opportunity to participate in decisions related to the measures selected and to receive reparation.
